What shipped

• Completed a narrow Section 8 validator slice for DLS-DATA-001 by admitting conservative inline data.source-metadata validation.
• Added source-metadata to the view data vocabulary and availability to the validated metadata axes in pages/dashboard/src/specification.js.
• Reused the existing validator metadata path to require canonical Section 8 fields, RFC 3339 timestamps, increasing coverage bounds, canonical availability / completeness / freshness values, and safe HTTPS provenance links.
• Added unit coverage for accepted and rejected metadata payloads in pages/dashboard/test/unit/validator.test.js.
• Updated pages/dashboard/PLAN.md to mark the milestone complete, record the shipped slice, and note the remaining presenter/runtime ambiguity.
