[dashboard-language] Security milestone: custom view data-state renderer slice

What shipped

Implemented a narrow presenter increment for custom pages covering:

DLS-SAFE-006
DLS-VIEW-013
DLS-VIEW-014
DLS-VIEW-015

The prototype now renders custom metric, table, and chart views from YAML definitions in pages/dashboard/src/presenter.js, including:

visible per-view available/empty/unavailable state output,
textual effective-context details for source/scope/time/filters,
metric aggregate output,
table and chart tabular/text equivalents,
semantic chart default text (line for temporal x, otherwise bar), and
link rendering only when the provided row actually includes the referenced relation-specific link object.
