[dashboard-language] Parity: motion audit verification

• Added automated parity verification for the already-implemented motion audit derived from dashboard/report/report.mjs.
• Extended pages/dashboard/test/unit/scaffold.test.js to assert the generic stylesheet retains:
  • 120ms color/background transitions,
  • 80ms chart-point tooltip fade,
  • repository-link transition behavior, and
  • reduced-motion transition suppression.
• Updated pages/dashboard/PLAN.md to record the completed parity verification slice and the dated run log entry.

• Parity follow-up against the non-normative visual reference dashboard/report/report.mjs.
• No new Dashboard Language semantics were introduced in this increment.
