The q workflow could only emit PR-based outputs, which blocked publishing optimization summaries as issues when no code changes were appropriate. This update adds an issue output path with bounded creation limits and keeps compiled workflow behavior in sync. Safe output surface update (.github/workflows/q.md) - Added create-issue to safe-outputs with the same routing metadata used by PR output ([q] prefix + automation labels). - Capped issue creation to max: 5 and set expires: 1d. Compiled workflow sync (.github/workflows/q.lock.yml) - Regenerated lockfile so runtime config includes createissue constraints and handler config. Fixes #1765
